This Request for Proposal (RFP) represents the Northern Michigan Regional Entity’s (NMRE) intent to solicit interest from both current and potential contract service providers for a media campaign for Gambling Disorder Awareness. The NMRE is issuing this request for the sole purpose of determining the interest and media campaign capabilities of vendors to provide a media campaign for the residents of our 21 counties. This RFP should NOT be viewed as a commitment to further pursue contractual arrangements with potential providers responding to this solicitation. The timeline events required to implement executed contract based upon the RFP process are, in order:
Upon final approval for participation of chosen vendor, a contract and other required contract materials (W9, Disclosure of Ownership as applicable, etc) will be provided to the chosen vendor for completion.
The complete RFP is due to NMRE by the close of business (5:00 pm) on October 15, 2025. NMRE will accept only electronic submissions sent here. Incomplete or late submissions will not be accepted. NMRE will accept only electronic submissions uploaded to our secure sharefile here.

FY2026 tobacco 4000 media campaign request for proposal

Subject: tobacco 4000 RFP RFP FY2026

NMRE is making funding available for a Tobacco 4000 grant in the amount of $4,000 via EGRAMS. This grant will run during the fiscal year FY2026. The project should address the use of Electronic Nicotine Delivery Systems (ENDS) and related consequences.
Allowable funding activity for FY2026 will include conducting an ad campaign (to be approved by NMRE prior to commencement) that includes ENDS /vapor products and aligns with the Youth Tobacco Act. Submission of the completed Tobacco 4000 Grant RFP and budget forms included with this notification are required for proposals to be considered. The RFP for these services are downloadable below in the zip folder named "FY2026 Tobacco 4000 RFP".
This RFP is NOT a commitment to further pursue contractual arrangements with potential Providers responding to this solicitation. This RFP and application process will be used to determine what solicitation efforts will be necessary to make an informed decision regarding the procurement process for these grant funded services. If selected, you will be required to sign an agreement consistent with the services in your RFP submission.

Proposals will be submitted to the NMRE Board on October 22, 2025. Again, submissions must include the FY2026 Tobacco 4000 RFP and associated budget forms.
